RegTech is genuinely useful and it answers a different question. Its subject is the obligation that exists; its users are the functions that operate controls, monitoring and reporting.
Regulatory simulation runs earlier, on decisions that have not been taken, and its buyer is the executive who owns the decision. The two are complements, not substitutes.
