A regulated business decision is a commercial decision whose consequences run partly through regulation — a new product, market, structure, partner or operating-model change.

These are ordinary business decisions taken by executives, not compliance tasks: add stablecoin settlement, enter a new US state, launch embedded accounts, change a sponsor bank, approve a partner programme.

They share three properties. They are expensive to reverse, their consequences are not obvious from the commercial description, and they are revisited later by third parties — investors, partners, supervisors — who ask what was considered at the time.
